Who Are The Kingston Area Taxi Commission?

At Kingston Area Taxi Commission in Kingston, ON, we are responsible for governing, regulating, and enforcing rules and regulations for the taxi industry and TNCs. We've been operating since 1989, maintaining work standards by enforcing rules and abiding by the law. Delegations are Welcomed


About Delegations


Delegations are opportunities for members of the Public and Taxi Industry to make brief presentations to the Commission or a Committee of the Commission.

To speak as a delegation at a Commission or Committee meeting, please complete this form by the appropriate deadline. Commission agendas are published on the Thursday morning prior to a meeting; committee agendas are published by 6:00 PM on the Friday prior to a meeting.

The Taxi Commission reserves the right to designate the request to the appropriate meeting upon review of the completed form.

How to make a delegation request?


  1. Complete the form. A Taxi Commission staff will contact you to confirm your delegation or provide further direction.
  2. A Taxi Commission staff will provide you with the information needed to participate in the meeting and provide your electronic delegation.

When is the deadline for delegation requests?


Delegation requests for Committees must be submitted by noon on the day before a Committee meeting. Delegations who are speaking about items that are not included in the agenda must submit their request by noon on the Thursday prior to the Committee meeting.

How long do I have to speak?


All Delegations, including the Standing Delegations (Taxi Stand Brokers), are allotted a maximum of five minutes to address the Taxi Commission or Committee. If a large group requests to speak, it is recommended that one person speak on behalf of the group.

What is the procedure during a delegation?


All comments are directed to the Chair of the meeting. No more than one person shall speak at a time, and proper language, speech, and decorum will be maintained. The Chair may direct any person in violation of proper decorum to withdraw from the meeting.

Commission/Committee members may ask a maximum of two questions per delegation. No member of the Commission may question Commission staff during a delegation. Delegations are not permitted to question Commission staff or Commission Members during a delegation.

Is there a maximum number of delegations?


A maximum of three delegations may take place per Commission meeting and may speak only to action items on the agenda.

A maximum of five delegations are permitted per Committee meeting; a maximum of three delegations may speak to action items on the agenda; a maximum of two delegations may speak to policy matters that are not included in the agenda but are within the mandate of the committee.

Personal information collected on form will be used by staff to contact you to facilitate your appearance before the Commission/Committee, and to communicate the Commission's decision after the meeting. Your name will appear on the public agenda which is available on the Commissions Facebook Page and on the Commissions website.
